When you say "all needed policy (Audit, Usage, Security, Software, etc.)" are you referring to assignment of Audit, Usage, Security, Software services? The assignment can be done in advance
anyway as long as you're assigning policies at group level. You just have to ensure you have appropriate timers in your Agent install.ini that trigger the Audit, Usage, Security and Software connects after install.
The individual timers can be replaced by a single chained connect script if that's something you prefer.
