Could you please help me in joining developer mailing list -- anybody whom i can contact -- i have repeatedly mailed to dev-subscribe@cloudstack.apache.org with no result - not sure whats happening -- the mails are sent . i don't see any appropriate forum also ask for this help. So , i ask here - please pardon me.
If you guys could please help me. I have been working on some plugin of cloudstack - want desparately to join developer mail lists.

That looks to be the appropriate address, so I'm not sure why you aren't getting a response. This forum is specific to Citrix CloudPlatform and the mailing list you are trying to join is run by the Apache CloudStack project. There is a fair amount of overlap, but maybe reaching out to the ACS user's mailing list would be more helpful.
