Tier 2 softlock after sync

What would cause Tier 2 servers to sometimes stay soft-locked after there daily sync?

Looking for some points to start investigating.

dmabatch action=unlock usually has to be ran each day on those affected.

Any ideas?

Check the Tier 2 configured as a master for any of the lower tiers for DMAbatch activities.
