My understanding on this question is that you would like to assign services of the Software and Audit domains from the CSDB. What you can do is that in the CSDB Editor under the Policy->Users, you can create the name of the instance (machine) and then you just have to drag and drop over the new instance created the services from the Audit and Software domain.
