Hi Guys
I'm a beginner , i created a new zone with all relevant information necessary , it was successfully created , all primary and secondary storage are fine , cloudstack keeps creating countless systems VM's and moving them to primary storage , i counted up to 75 so for , i'd like to know if this is a normal behavior. i already have cleanup up the database and restarted the zone creation twice but the behavior continues.

If you see those many system VMs are being created and all of those are running, it is not expected behavior.
Mostly those systemVMs are comming up and being destroyed for some other reasons. Please look into /var/log/cloudstack/management/management-server.log for possible causes.

Like Abhisek mentioned you have to look for the operations that are leading to this behaviour.
You can run the below command on all CloudPlatform management servers in the cluster to easily find it:
tailf /var/log/cloudstack/management/management-server.log | grep consoleproxy-1
tailf /var/log/cloudstack/management/management-server.log | grep secstorage-1
BTW,
Have you seeded the system VM template to the secondary storage? Since you said cloudplatform is creating the system VMs and moving them to primary I would assume that is not the case?
I would presume that at a given point of time there are not too many system VMs
