You can check the first checkbox in under the "Devices" menu, with that you can send a notification to all the machines.

I am unable to find the check box. under Management > Devices > All the hostnames are shown.
The checkbox is to select the particular hostname to run the job.

Just to double check we are on the same page, my understanding is that you want to notify all the machines. If yes, what needs to be done is:

1-Log in to the console
2- Go to "Management" tab
3- Expand the container according toif you are using external or internal policy resolution, it could be Zone: Radia or Active Directory.
4-If you are using AD, expand the OU where the computers are located (in my case they are under "computers")
5-When you double clicked the OU, on the right pane, all the devices are shown, just mark the checkbox on the first row, on the same row you will see the column names( Name, Descriptio, Type etc)
6- Then select the notify button and then you will be able to notify all the machines.

Actually I was looking for some feature by which we can send a message or display message using RCA on client machine for the end users.

Do you mean broadcasting to all the clients on a particular subnet or a set of devices so that it can initiate some connects? However we do have Multicasting for the payload delivery.Appreciate if you could elaborate on your use case here?
