Unit of Measure is the unit of a UsageType, which is specified along the UsageType definition. Each Uom can have multiple scales, and each scale has a conversion factor. Each Uom has a implicit scale which is the Uom itself, which has a conversion factor of 1, and it may have other scales which have other conversion factors. Each Uom has a default scale which is specified using the default attribute, and if no scale has a default attribute, then the implicit scale is considered as default. Each Scale has a monthly attribute, which if set as true would imply the conversion factor specified in the scale is a monthly unit and will be multiplied with number of hours in a month, which is specified in CPBM as a global configuration.
