WINPE 5.x power Management scheme

During a recent Windows 10 tablet image deploying I notice slowness and found it to be related to default power scheme in WINPE which is set to balanced by default.

Good find! I passed this on to my teammate currently building our Windows 10 deployment.

Tried this on Win7 and Win8.1 deployments and noticed an ~11 second saving during deployment. Not worth changing in this case but might be for Win10.
