I recently downloaded and installed cloudplataform 4.2.1 and i checked install documentation and software and nothing about licenses or something like this.
i can use it normally?

Yes it is my understanding that you can, I have been told by Citrix.
But IF you want support you need to buy a license for which is a per. CPU based, if you do not need support from Citrix,
the you are ready to go for free.

This is very good question and indeed there is nothing in docs. But there is a "Citrix CloudPlatform - 90 day Trial" what may indicate that you need to have a license. Or if you don't you should go for open source Apache Cloud Stack.

Yes i got a mail from the distributor.
It is free, but if we need Citrix support, we need to buy CPU licenses from citrix.
We have one now, and i think it is worth it.. 
Apache cloudstack is not supported by Citrix as inyou can not call citrix and open a ticket,
but you can get support from the comunity, or buy a support contract from some cupport company.
Apache Cloudstack and Citrix Cloudplatform are sharing code, this is my understanding.
