If you find the vm_template table / removed column are populated with a "date/time" value for a templates; that signifies the template as removed from CCP stand point. CCP would not actually remove the "row" entry for a template even after it is deleted.

Mostly we have to alter DB to remove it for now. You may mark the template as removed in the vm_template table by setting the removed comuln as NOW().
This is certaiunly not an way to be used frequently and ensure you take DB dumps before trying any DB modification manually.
In order to find the reason for the template being stuck; we need to look into the logs. Please feel free to create a case with the support team.

You may try:
update vm_template set removed=NOW() where id=<put template's id here>
Template's id can be found from the vm_template table (select * from vm_template).

While I was looking at vm_template table contents, I found a list of templates I deleted a while ago..
Is that normal? Isn't it supposed to do some sort of cleanup etc?
