How to use "Restricted" account

On CloudPortal, may I know if I can use the "Restricted" state account for the following requirements? And please let me if there any concerns about the use of Restricted state.

- After running virtual machines, end-user would not like to have permissions on CloudPortal to manage VMs (such as start, stop, add, delete and so) and related resources (such as Volume, IP, network, snapshot).
- End-user would like to access VMs via SSH and RDP.
- All VMs need to keep on running after switching the account to Restricted state.
- Usage and billing need to be correctly recorded after switching the account to Restricted state.
- Only Service Provider can switch the account state back to Active when requested by End-user.

Here is more information on how an Account behaves when in Restricted state:

In a general sense, this is a state that an Account will be moved to (thru UI or automation through configuration) when there is non-payment of bills (for X number of days) or there is suspected violation of T's and C's.

When an Account is in a Restricted state, (only) the Master User of that Account will continue to have access to --his resources through-- the CloudPortal. --He can stop the resources, destroy them etc. But-- he cannot create new resources. See attached screenshot

The Master User will have access via SSH/RDP to his running VMs even while in this state. But will NOT have API or UI access (thru portal) to his resources

Usage will continue to be captured and metered.

State change back to the Active or another state will be possible only by an Administrator with the right permissions (need to have the Account Manage permission checked for this Admin profile in the backend).

Hi Bala,

Just wanted to some more to it.
If account is restricted automatically due to non-payment of bills then it will be re-activated automatically when bills are paid.
But if it got restricted manually then it must be re-activated manually by an Administrator with the right permissions.
