VM licensing with KMS Server
It all depends on where you're KMS server is located (network-wise). If you can provide us with some more info on your design maybe we could be of assistance.
Hello, I am doing a public cloud, but after VM is lunched then the virtual router could not reach the KMS server in order to activate the windows server!, I am using Citrix cloud platform and portal, so how the cloud platform can communicate with the KMS server after launching the VM?

My VM is in an isolated network (the location of KMS server is not an issue), but the problem is how to talk to it?. For my network design, I am using a cloud platform 3.0.6, cloud portal 1.4.6, management sever cluster, compute cluster.., so how I can configure my virtual router to reach the KMS server? who should manage my virtual router and how?, as all VMs have the same problem.

The Virtual Router is managed by CloudPlatform there is not much you can do to alter it's configuration.
Traffic flows like this:
VM ---> VirtualRouter ----> Public Network
so the KMS server should be on the public network.

If I put it in the public then VMs with VPC (Virtual Private Cloud) could not reach this KMS server, so any other advice?

Do the VM's in the VPC have internet access? By default all egress traffic is denied.
Not All VMs should have an internet access (the solution should not have an internet access by VMs).

Then I give up :). Maybe you could use the private gateway function of the VPC and attach a VLAN where the KMS server is located..
