The way to realize this would be through the network the VM needs to be attached to. The network itself would be based on a network offering, which would have its own QoS (Network Rate, MB/sec being one of them). In CPBM 1.4, the default behavior allows the VM to be attached to only one pre-defined default network. Selection of a network as part of VM launch is only available through a customization that needs to be added on top of core product. It should be possible with the Danube release and beyond to select from a list of networks based on different network offerings (with different QoS) to attach the VM to.
