PAYMENT_FAILED and PAYMENT_FAILED_NOTIFY emails templates in CPBM
PAYMENT_FAILED template is used to send emails to customer master user (tenant) on payment failure until payment failure threshold is reached
PAYMENT_FAILED_NOTIFY template is used to notify the service provider user (BILLING_UPDATE email alias) on payment failure until payment failure threshold is reached and also before the job terminates or suspends an account
